ParTecs
2.0 ParTecs™
is a software-based 2-way communication platform that enables
members or officials of large multi-language organizations to
complement their regular face-to-face meetings, with effective
participation in formal and informal deliberative processes via
Internet, Email, Mail-in and Fax-in forms.
ParTecs™ realizes the
democratic promise of new communication technologies for political
organizations and institutions, through its revolutionary software-based
democratic communication system. In the process, it truly bridges
the Digital Divide and Language Divide, via its Analog-2-Digital
Conversion Module and its Automated Translation Workflow Management
System.
It enables multiple bodies of large organizations to efficiently
maintain, remotely, a continuous, intense and equal access to
organizational deliberative processes; therefore ensuring decision-making
which is faster, better and based on a larger consensus; with
a comparable huge savings in travel time, travel costs and simultaneous
translation costs.
The platform is primarily made of highly configurable objects
Deliberative Discourse Areas (DDAs) and Participatory
Knowledge Bases (PKBs), which may be arranged in complex
hierarchical and relationship-based architectures. Each of these
objects shared the following characteristics:

Users set a preferred interface language that applies to all
mediums. User set languages that they can read, so that only
messages in those languages are shown to them. |

Users speaking different languages can interact fully through
the use support of the Automated Translation Workflow Management,
to optimize translation resources |

· Specific documents types or specific authors
that are set to automatically trigger a translation request
of a given translation quality level. |

Users may fully participate in deliberative processes and
information exchanges, regardless of the media available or
preferred. Our Analog-2-Digital Conversion Module ensures
that users can fully participate via fax, post or email Personalized
Interactive Newsletters (PINs). |

find themselves, as long as either web, email, fax or regular
mail are available to them. |

Based on the asynchronous nature of all the medias supported,
users may submit, rate, review DDA or PKB items any day of

highly configurable by non-technical administrators to adapt
